• National highway contractors must get government permits for foreign workers: National highway contractors must obtain government permits for hiring foreign workers. Any change in concessionaire ownership requires prior designated authority approval. Such employment is subject to regulatory approvals, including visas and work permits. Refusal of permits will not excuse concessionaires from their contractual obligations. The ministry issued a revised model concession agreement for national highways.

Global News

• Diesel prices hit record highs as war-driven supply disruptions tighten global markets: Diesel prices in Europe and the U.S. have surged to record highs, more than doubling in Europe since the start of 2026, as wars in Iran and Ukraine disrupt supplies from major exporters including Russia, Saudi Arabia and the UAE. Middle East diesel exports halved to around 800,000 bpd between March and August, while Russian refinery disruptions and export restrictions have further tightened global availability. Europe’s ARA diesel inventories are at their lowest seasonal level since 2022, while U.S. diesel stocks remain nearly 15% below the five-year average despite refiners operating near full capacity. Asian diesel prices also remain elevated at around $180/bbl, roughly twice pre-war levels, with lower Chinese exports adding to supply pressures. With global refineries already operating at high utilization, the IEA expects limited scope to offset further disruptions, leaving diesel markets vulnerable to additional supply tightening and higher prices.
