Motilal Oswal Foundation signs a three-year MoU with Zila Parishad Palghar, launching the 3 years Palghar District Education Transformation Program

Motilal Oswal Foundation announces its signing of a three-year Memorandum of Understanding (MoU) with Zilla Parishad (ZP) Palghar, to launch the Palghar District Education Transformation Program.

The MoU marks the beginning of a district-wide, government-anchored initiative under the Cradle to Career framework, aimed at strengthening Palghar’s education ecosystem from early childhood to youth employability, in alignment with NEP 2020, NIPUN Bharat, and NIPUN Maharashtra. Over the next three years, the program is expected to reach over 1 lakh students ( grade 1-8), 98,000+ anganwadi children, and 2,000 youth across Palghar district through interventions spanning 2,115 government schools, 22 private aided schools, and 1,634 Anganwadi centres. The initiative will focus on four thematic areas: 1) Early Childhood Education, 2) Foundational Literacy & Numeracy,  3) Future Learning Skills, and 4) Youth Skilling & Employability.

A key principle of the initiative is government ownership from the outset. Successful practices, training modules, and program approaches will be institutionalised within ZP-Palghar's systems to ensure continuity and scalability beyond the program period, while leveraging existing government schemes and resources to achieve greater impact. Bringing together all key stakeholders is crucial to strengthening coordination, addressing challenges such as teacher shortages, improving supervision, teacher training, reducing the burden on teachers, and supporting the government’s mission to provide quality education opportunities for every child. Motilal Oswal Foundation will serve as the anchor, providing strategic oversight, financial support, and program guidance to help the government embed effective practices into public policy. While Zila Parishad  Palghar will lead implementation and inter-departmental coordination to drive long-term impact.

Commenting on the partnership, Smt. Suneeta Agrawal, Vice Chairperson of the Motilal Oswal Foundation, said, "Our foundation has a long-standing collaboration with schools in the Wada region, which has been ongoing for over a decade. We now aim to expand this effort throughout the entire Palghar district to co-create a sustainable education system. This collaboration reflects our shared commitment to developing long-term, impactful solutions in education, ensuring better learning outcomes and stronger support systems for schools and students."

Mr Manoj Ranade, IAS, CEO, Zilla Parishad Palghar, said, “This partnership reflects our commitment to improving educational outcomes for every child and youth in Palghar. By bringing together the strengths of government, civil society, and community stakeholders, we are creating a coordinated approach that addresses challenges across the education journey – from early childhood to employability. We look forward to building a model that can deliver measurable and lasting impact across the district.”
