A Case for Reforms: Building Sovereign Resilience in an Evolving World: CareEdge Ratings

 As sovereigns face elevated debt burdens, tighter fiscal space and rising global uncertainty, structural reforms are becoming increasingly important for strengthening resilience and supporting credit quality.

CareEdge Global Ratings’ latest report, A Case for Reforms: Building Sovereign Resilience in an Evolving World, assesses 43 reform cases across 38 countries through two complementary matrices. The first maps reforms across the five pillars of its sovereign rating methodology, while the second presents them by geography.

The study covers 12 reforms from the Americas, 11 each from APAC and Europe, and nine from Africa. It includes 14 fiscal, eight economic, eight external, seven monetary and six institutional reforms. Of the cases assessed, 15 are classified as Work in Progress, 10 as Highly Effective, and nine each as Moderately Effective and Least Effective.

Nitesh Jain, Chief Rating Officer, CareEdge Global Ratings, said: “Our study shows that effectiveness of structural reforms depends not only on the policy itself, but also on how it is designed and implemented. Successful reforms are often supported by realistic design, pragmatic sequencing, institutional readiness, sustained political commitment and stakeholder support. India’s Digital Public Infrastructure demonstrates the importance of coordination across institutions in enabling large-scale adoption and improving service delivery, Greece’s tax digitalisation highlights the benefits of careful sequencing, and Argentina’s fiscal consolidation reflects the importance of political commitment in delivering difficult reforms.”

Conversely, overambitious design, weak implementation, limited institutional readiness and insufficient public support can undermine outcomes. Malaysia’s GST reform, Mexico’s energy reform and Spain’s fiscal and structural reform agenda illustrate some of these challenges.

Credible reform progress has supported positive rating actions in several cases, such as Portugal, Argentina, Egypt, South Africa, and Türkiye, reflecting improvements in institutional effectiveness, fiscal performance, external resilience, growth prospects and monetary stability, respectively. Conversely, reform delays or reversals have contributed to negative rating pressure in France and Mauritius.”

For durable outcomes, governments should align reform objectives with institutional strength and prevailing economic conditions. Difficult measures should be carefully sequenced, supported by stakeholder consultation and implemented through clear institutional ownership. Sustained political commitment and adaptability are equally important.

Overall, structural reforms can help sovereigns address underlying weaknesses, respond to shocks and preserve creditworthiness. As policy priorities expand, the ability to conceive, implement and sustain reforms will remain an important priority for building sovereign resilience.
