The Union Budget 2025 largely focuses on reforms aimed at enhancing credit access, and creating a more business-friendly environment. A High-Level Committee for Regulatory Reforms will be set up for a review of all non-financial sector regulations. The objective is to strengthen trust-based economic governance and enhance ‘ease of doing business’, especially in matters of inspections and compliances.

The government is also planning to rationalize the requirements and procedures for speedy approval of company mergers and widening the scope of fast-track mergers. This will simplify the overall approval process. The government’s Jan Vishwas Bill 2.0 will continue the momentum of decriminalisation by targeting to decriminalise over 100 provisions in various laws, counting on the success of the Jan Vishwas Act 2023, which decriminalized over 180 provisions. 

Reforms for MSMEs this time, are strongly focussed on enhancing ease of doing business and boosting access to capital. The MSME classification criteria have been expanded and credit guarantee limits for Micro and Small Enterprises have been doubled, while startups also benefit from enhanced credit guarantees. Further, BharatTradeNet, a digital public infrastructure for international trade, will significantly enhance export efficiency.

The budget also recognizes the gig workers, with provisions for identity cards, registration on e–sharm portal and insurance coverage. This will benefit nearly 1 crore gig workers. These progressive reforms will accelerate India’s journey towards Viksit Bharat. The budget’s approach is strategically designed to rationalize compliance processes, promote ease of doing business, and strengthen India’s global standing
