The US Department of Defense added several prominent Chinese companies across multiple sectors to its list of entities identified as “ firms linked to Chinese military” recently. The latest additions include Alibaba, Baidu, BYD, WuXi AppTec, and RoboSense.

No immediate sanctions: Based on our understanding, inclusion on the Section 1260H list does not trigger immediate sanctions or operational restrictions. However, the designation carries broader implications. Under the US Biosecure Act, enacted in December 2025, companies include d on this list are automatically classified as “biotechnology companies of concern.” The legislation restricts US government procurement from, and grants to, such companies, potentially increasing pressure on major US pharmaceutical firms with government c ontracts to reduce their reliance on WuXi’s services.

Inclusion of WuXi AppTec in the list: The WuXi AppTec is one of the world's largest Contract Development and Manufacturing Organization (CDMO ) providers serving US pharmaceutical companies ; according to industry reports it has been manufacturing a significant portion of the active pharmaceutical s ingredient used in Eli Lilly’s obesity therapies, Mounjaro , and Zepbound. Interestingly however , WuXi Biologics, a separate listed entity within the broader WuXi Group , has not been included on the Pentagon’s list.

Several affected companies have publicly disputed the designation, describing it as erroneous , indicating they intend to pursue legal and administrative measures to challenge their inclusion.

Our view: W hile the development is sentimentally positive for India ’s CDMO companies , it would be premature to interpret it as an immediate business opportunity. The transfer of pharmaceutical s manufacturing and supply chains is a complex process that usually takes several years, making it too early to assess any meaningful impact on WuXi’s business. Moreover, the move could prove to be part of the broader geopolitical and trade negotiations between the US and China , rather than a precursor to significant n ear-term shifts in industry -sourcing patterns.
